Notice of Curtailment of Admissions

Dear Ms. Treamont:

This will confirm the telephone conversation you had today with Debra Johnson, Director of Legal and Regulatory Affairs, me, and other Departmental Staff members. During this call we discussed the high temperature situation at Essex County Hospital Center and agreed upon the following:

1. Essex County Hospital Center (ECHC) is in the process of medically assessing all patients for signs of heat related distress, particularly those with known medically fragile conditions, and will move these patients to air-conditioned rooms at the hospital until temperatures return to acceptable limits (80 degrees Fahrenheit). These assessments shall be ongoing until the current high temperature situation is corrected.

2. ECHC will provide all patients who must remain in non-air conditioned rooms with individual fans and cool water and monitor the patient temperatures, as well as room temperatures.

3. All new admissions and readmissions to ECHC are immediately curtailed. There shall be no new admissions or readmissions until temperatures in patient areas and rooms are no higher than 80 degrees Fahrenheit and only upon the express authorization of the Department of Health and Senior Services.

4. ECHC shall develop a Plan of Correction that will describe what actions will be taken whenever temperatures in patient areas and patient rooms exceed 80 degrees Fahrenheit.

5. The Plan of Correction shall also include a policy to notify the Department of Health and Senior Services, in accordance with N.J.A.C. 8: 43G-5.6, whenever temperatures exceed 80 degrees Fahrenheit.

6. Staff of the Department of Health and Senior Services shall conduct on-site surveys of ECHC at least until the current high temperature situation is corrected.

7. ECHC and the County of Essex shall explore a variety of avenues, including the use of mechanical means, other than fans, to reduce excessively high temperatures. This may include units designed to circulate cool air from mobile refrigeration units. ECHC shall report the results of these explorations to the Department immediately by telephone and in writing no later than August 23, 2002.
