Essex County Executive DiVincenzo announces plans to build new Public Works building in Cedar Grove

Essex County Executive Joseph N. DiVincenzo, Jr. was joined by Governor Chris Christie at the groundbreaking of the new Essex County Public Works Building in Cedar Grove on Friday, Sept. 20.

The state-of-the-art building will replace antiquated 19th century buildings with a modern structure designed with office areas and work spaces that provide employees with up-to-date, appropriate and safe conditions.

“Our Essex County Department of Public Works provides a multitude of services that impact our residents’ quality of life and keep all of our county offices functioning. Building this new DPW facility is long overdue, and will give our employees a modern workplace where they can do their jobs more efficiently and safely,” DiVincenzo said. “In addition, the new facility replaces an eyesore and will enhance the aesthetics of Bradford Avenue in Cedar Grove,” he added.

“Ensuring swift and safe access to public works facilities for residents and workers is crucial to the daily operation of local governments,” said Governor Chris Christie. “Today’s groundbreaking of this state-of-the-art Public Works Building here in Cedar Grove will provide safer and more modern working conditions for the county’s employees, as well as enhance the overall quality of life for residents of Essex County,” he added.

“We are pleased that our governor has worked with our County Executive to put up monumental buildings. This is an example of what can be accomplished through partnership,” Assembly Speaker Sheila Oliver said.

“The DPW is the artery system of Essex County. We all use roads and bridges to connect to school, our jobs and recreation activities. This new building reflects the County Executive’s commitment to making government more efficient,” NJ State Senator and Essex County Deputy Chief of Staff Teresa Ruiz said.

The announcement that a new building will replace the current facility was met with support.

“Ever since Joe DiVincenzo served on the Freeholder Board, he has been concerned about how Essex County looks. It’s unbelievable to see how he has transformed our county,” Freeholder Vice President Patricia Sebold said. “This is making Essex County a better place to live. The new building will make our employees work more efficiently and that will be seen in the effect on our quality of life,” Freeholder Brendan Gill noted.

“Public Works provides critical support. If they don’t have our vehicles running, then we can’t respond in times of emergency,” Sheriff Armando Fontoura said. “This is another example of how things continue to improve under the leadership of County Executive DiVincenzo,” he added.

“The Township of Cedar Grove recently developed the softball field and we have plans to introduce an all-purpose field on the other half of our property across the street from the Essex County DPW site. The new County building will add to the improved appearance of Bradford Avenue and complement our upgrades,” Cedar Grove Mayor Robert O’Toole said.

“We would like to thank the County Executive and the Freeholders for listening to our request for this new building and agreeing that a new facility was needed,” Essex County Public Works Director Sanjeev Varghese said. “We appreciate all of your help,” he added.

The Public Works operations for fleet maintenance, roads and bridges, and mosquito control are currently headquartered in 19th century brick buildings that were part of the old Essex County Hospital Center. Some offices are housed in temporary trailers that have become part of the permanent landscape at the DPW site.

The new, 40,000-square-foot building will provide these operations with modern office space and work areas, as well as enabling the Sign Shop to be relocated to Cedar Grove from the Essex County Correctional Facility in Newark. There will be nine bay areas where vehicle repairs can be made as well as a sign workshop, and record storage. Offices are located in a two-story section on the western side of the building that includes a laboratory for mosquito biologists and conference rooms.

The familiar green-slatted fence that has become an eyesore along West Bradford Avenue will be removed and the new building will complement the improvements that the Township of Cedar Grove has made at the recreation complex across the street. Vehicle bays and other heavy equipment operations will access the building from the rear and will not be seen from the street. The old brick building will be demolished once the new facility is completed.

Greg Comito and Associates from Newark was awarded a $587,000 contract to design the building. Brockwell and Carrington from Towaco, was awarded a publicly bid project for $8,329,000 to construct the building. The Essex County Department of Public Works will work with the contractors to answer questions and ensure delays are avoided. Essex County is funding the project through its Capital Budget. It is scheduled to be completed in one year.

The Essex County Department of Public Works builds and maintains County infrastructure, ensuring wastewater and storm water systems are fully operational and, of course, ensuring roads are safe. The Department consists of six divisions responsible for a variety of activities – DPW administration, engineering, planning, roads and bridges, environmental affairs/mosquito control, and buildings and grounds. These range from the construction and maintenance of roads and highways in the unincorporated areas of the county, to the management of the region's public facilities.
