Brownstone Bricks from Old Jail Annex to Find a New Home in Caldwell

While the interior of the old Essex County Jail Annex in North Caldwell is decrepit and scheduled for demolition, the exterior brownstone bricks will be salvaged and reused in Caldwell.

Caldwell Mayor Ann Dassing confirmed the town will acquire the bricks from Hilltop Developer K. Hovnanian. Dassing also said the town is waiting for approval to store the bricks in a 50 foot by 50 foot area at a compost site adjacent to the town's sewer facility.

At a Caldwell Council meeting on October 26, Councilman Joseph Norton discussed using the bricks as part of a planned renovation of the Caldwell Green. Norton mentioned the bricks could be used to build a retaining wall.

Though Caldwell plans to acquire the bricks, Dassing did say renovation plans for the Green are currently on hold, "It will be determined based upon the 2011 budget and available capital dollars as to whether it becomes a project for this year."

In addition to borough using the bricks, Carolyn Mescia, the President of the Grover Cleveland Park Conservancy, reported to the Conservancy's Board of Trustees at a public meeting on Feb. 17 that the bricks were also offered for use in the park.

However, after discussing what the brownstone might be used for, the Board and Trustees decided the brownstone did not meet any of the park's needs at this time.

As for plans for the old Essex County Jail Annex, North Caldwell DPW Director Frank Zichelli reported demolition work on the Women's Wing is expected to resume soon.

K. Hovnanian purchased the Hilltop land on which the old jail resides from Essex County in 2005. After constructing single-family homes in one area of the Hilltop, the builder now plans to construct a housing complex for adults over the age of 55.

Zichelli said the developer has already completed work on utilities for the facility, but they are not yet operational. A foundation permit has been issued for one building.
